Applicant began using marijuana in high school and used multiple illegal drugs after graduating. He voluntarily entered a substance abuse treatment program in October 1994 and completed it in February 1995. He served on active duty in the Army from April 1996 to August 1998, when he was discharged early to attend college on an Army ROTC scholarship. In college, he resumed his substance abuse and dropped out after one semester. He was charged with drunk driving in February 2004, and he tested positive on a urinalysis administered by his Army Reserve unit in March 2006. In January 2007, he was discharged from the Army Reserve with a general discharge under honorable conditions. He was hired by his current employer in May 2006, voluntarily entered a substance abuse program in June 2006, and completed it in August 2007. He last used illegal drugs in March 2006. Clearance is granted.

At age 16, Applicant started drinking on the weekends with friends. She continued to drink regularly, and at times, to excess over a period of time. The police charged her with driving under the influence (DUI) in 2004, a charge which the prosecutor dismissed. At age 16, a psychiatrist diagnosed Applicant with major depression. Since her diagnosis, Applicant has been under the care of a psychiatrist, who indicated that her depression is well-controlled by medication, and that Applicant complies with her treatment program. After receiving her DUI, Applicant was diagnosed with alcohol abuse. She has modified her alcohol use and limits the quantity of her consumption. She has also changed her friends. Applicant has mitigated the government's security concerns about her alcohol consumption under Guideline G and her psychological conditions under Guideline I. Clearance is granted.

Applicant has disassociated himself with anyone using drugs, adopted a lifestyle inconsistent with drug use, and submitted a signed statement of intent that any future drug use would result in the automatic revocation of his security clearance. He also submitted evidence from a licensed professional counselor and certified addictions counselor who concluded Applicant does not have an illicit drug problem. Based on evidence presented and taking into account the whole person concept, Applicant has mitigated drug involvement security concerns. Clearance is granted.
